200mW refers to the power output, not the power in. The diode isn't 100% efficient, so you should expect the power in to be greater than the power out, although I suspect you may be overdriving it a bit with 400mW and thus shortening its life. (650nm diodes don't like being overdriven.) You really need a laser power meter to measure the output.

Altough it says 200mw laser, i connected it so a variable power supply and @ 5v it actually draws 400mw, the laser heats up a little bit, but nothing that much. it can cut paper, i havent tried other materials, and can engrave wood @ low speeds. (150mm/min) it a nice laser overall
