bought two receivers 1 work, and the other doesn't even switch on the LED that need to flash this is the 3 one I am waisting money on

BG111213433 The input voltage of this receiver is between 3-10V. Your battery is a 3 cell rated for 11.1V, so it can be between 7.5B up to 12.6V if fully charged. Make sure the battery voltage stays close to the operating range recommendations by the manufacturer. Normally there is a Speed controller between them which has a BEC inside that regulates voltage level.
